INTRODUCTION
TO SERVICES

Mitigating risk starts with knowing your risk. By mapping out areas that are vulnerable to flooding, BlueLabel provides insight into the risks as well as the bottlenecks caused by rainwater problems within an area.

All information is clearly represented using a single BlueLabel ranking, which is based on detailed calculations combining hydrodynamic models and extreme rainfall data.

BlueLabel is a flood risk digital service that enables government institutions, municipalities, the business community, NGOs, and residents to work together to create a climate-resilient living environment, by informing decisions for taking measures to prevent or reduce damage to immovable assets, from large infrastructure networks to individual homes.

HOW DOES IT WORK

FOR WHO

For Cities and Governments

The foremost public responsibility for governments and municipalities should always be the safety of citizens. With climate change and urbanisation, leaders are now faced with the challenge of planning for disaster management in larger and more densely populated urban areas. In the event of flooding, possible consequences are loss of life, and damage to critical infrastructure networks and immovable assets.

BlueLabel provides risk mitigation insight for global leaders in water management utilizing Smart Digital solutions. This insight can be used to take measures toensure the safety of inhabitants;further responsible policy making and develop new flood protection standards in line with a risk-based approach, that are not only linked to the probability of flooding but also to the impact of floods;monitor flood vulnerability patterns over a period of time;make spatial and infrastructure planning more climate-proof and water-resilient;and create dialogue between stakeholders and citizens.

 For Business

Climate resilience planning has become a core focus for businesses in order to mitigate damage to critical assets and make informed decisions that lead to a sustainable future.

BlueLabel speaks to the corporate social responsibility (CSR) of organisations that need to ensure the safety and productivity of their workforce; strategise and implement steps to make vulnerable, valuable immoveable assets more resistant to the consequences of climate change; inform decisions around investments and expenditure; and safeguard the effective functioning of their business at all times to ensure business continuity.

In addition, BlueLabel provides a critical service for organisations whose key business centres around sustainable urban and property development. This includes property developers, housing corporations, the insurance industry, banks and mortgage providers, real estate agents, built environment consultants, and navigation and data providers.

For Citizens

BlueLabel is a digital service that helps you to understand if your plot is at risk of flooding, how frequently floods might occur, and the potential impact of floods. BlueLabel also provides important data on critical infrastructure in your neighbourhood such as road networks – thus informing your navigation and route choices.

In order to take effective measures to reduce the risk of flooding, it is very important for municipalities to work with citizens, to jointly think through opportunities at neighbourhood level around how risks may be reduced in the future.

Currently, BlueLabel is available to you, as a private citizen, only through your municipality if it is subscribed to BlueLabel. Our intention is to offer BlueLabel directly to consumers at a later stage. For now, you can contact us to provide updated information related to you plot or neighbourhood, which allows us to provide a more efficient and effective service.

STRESS TEST

A SHORT INTRO
THE STRESS TEST

The Netherlands is setting the pace in being proactiveabout preventing flood disasters, rather than devising measures in the aftermath.

The Netherland’s Delta Programme for 2018 was presented at the state opening of Parliament in September 2017, and is aimed at ensuring that flood risk management, freshwater supply, and spatial planning will be climate-resilient by 2050. For the first time, the Delta Programme included a Delta Plan on Spatial Adaptation: “a collective plan set down by municipalities, district water boards, provinces, and the national government to expedite and intensify the fight against waterlogging, heat stress, drought, and the impact of urban flooding.”

The Delta Plan states that every municipality must have carried out a climate stress test by 2019. The City of Rotterdam is an early adopter of BlueLabel to help it meet this 2019 stress test deadlineand align with the Delta Programme’s risk-based approach. Rotterdam is an award winning leader in sustainable urban design and is inspiring other cities in its efforts to anchor resilience in the city. BlueLabel allows cities such as Rotterdam, as gateways for world trade, to map and measure the impact of flooding.
